[Discussion] Close account due to inactivity fees overdrawing the account

I am currently in Europe and have an account at Arizona Federal Credit Union. It's an account that I have opened solely for purposes of IRA transfers and haven't used it in some years. Last week I did an IRA withdrawal to that account, and was about to activate my ATM card, only to find out that they closed the account in March this year due to overdrawn status of $4 from inactivity fees. I am waiting for a call back, in the meantime, can you tell me if they can on any basis reactivate that account for me as I will be left without a US checking account otherwise since I won't be going back for a while?

Side question: if I list someone else's routing and acc on my IRA and send a distribution, will it be deposited to their account even though it's a different name?
